Dear Member Agencies and Supporters

This is to bring to your attention the release of tender specifications for new Community Based Intake and Referral (CBIR) services and Intensive Family Support (IFS) services, by the Department of Communities, Child Safety and Disability Services.

These services are being established in response to Carmody Inquiry recommendations about a dual pathway with a community based intake gateway to child protection services (Recommendation 4.5) and a statewide roll out of intensive family support services (Recommendation 5.4).

Community Based Intake and Referral services

The first six CBIRs to be funded will be located in:

1. Logan (servicing the catchment areas of the Logan Central and Loganlea Child Safety Service Centres)

2. Gold Coast (servicing the catchment areas of the Nerang, Labrador and Mermaid Beach Child Safety Service Centres)

3. Beenleigh/Bayside (servicing the catchment areas of the Beenleigh and Bayside Child Safety Service Centres)

4. Sunshine Coast including Gympie (servicing the catchment areas of the Caloundra, Maroochydore and Gympie Child Safety Service Centres)

5. Townsville (servicing the catchment areas of the Townsville, Aitkenvale and Thuringowa Child Safety Service Centres), and

6. Toowoomba (servicing the catchment areas of the Toowoomba North and Toowoomba South Child Safety Service Centres) including a satellite service to be located in Roma (servicing the catchment areas of the Toowoomba North and Toowoomba South Child Safety Service Centres).

Intensive Family Support services

In respect of the new IFS services, funding is being made available to locate these services at:

1. Sunshine Coast/Noosa

2. Toowoomba/Roma including the catchment areas of:

(a) Toowoomba North Child Safety Service Centre including up to Cooyar and west to Miles including Tara

(b) Roma Child Safety Service Centre including south to St George and west to Charleville and Cunnamulla (delivered as a stand-alone service or by building on existing service infrastructure or as an enhancement of another service including an outpost arrangement), and

(c) Toowoomba South Child Safety Service Centre including Southern Downs, Granite Belt and Goondiwindi (delivered as a stand-alone service or by building on existing service infrastructure or as an enhancement of another service including an outpost arrangement)

3. Townsville (where, if the service is not an Indigenous community controlled organisation, the service must include a specialist Aboriginal and Torres Strait Islander Unit and outposted (or sub-contracted) local capacity must be provided in Charters Towers, the Burdekin and Ingham attached to existing services in each of these locations.

Closing date

Submissions close on 10th September 2014.

Funding for other CBIR, IFS and domestic and family violence services will be progressively advertised over 2014-15.
